Kentucky’s fourth-largest city, on the Ohio River in the western part of the state, served by a single regional hospital system.
Owensboro runs on one hospital. Owensboro Health Regional Hospital on Pleasant Valley Road handles nearly everything in Daviess County, and its Level III trauma program was re-verified in October 2025, one of only three Level III centers in Kentucky. That concentration works for emergencies, but it means routine appointments and behavioral health compete for the same capacity. HRSA designated the county’s low-income population a mental health shortage area in 2025, and Audubon Area Community Care Clinic on Frederica Street carries a high shortage score for primary care. A video visit with Wade’s Care First offers primary care, depression and anxiety treatment, ADHD follow-up and weight management from home, with labs and prescriptions sent to Owensboro locations.
HRSA designates Daviess County’s low-income population a mental health HPSA (LI-Daviess County, score 19, designated Feb. 2025); Audubon Area Community Care Clinic carries FQHC HPSA scores of 22 (primary care) and 18 (mental health). Owensboro Health Regional Hospital is the only hospital in the county and Kentucky’s westernmost verified trauma center. Owensboro Transit System buses all meet at the downtown transfer point and run weekdays and Saturdays, with no Sunday service; the Pink route reaches Owensboro Health Regional Hospital.
Daviess County adults report depression at a higher rate than most of urban Kentucky; CDC PLACES puts it at 28 percent, alongside 13 percent diabetes and 38 percent high blood pressure. Those numbers point to the people telehealth helps most here: adults who want steady treatment for depression, anxiety or ADHD in a county short on mental health clinicians, workers at the river industries and distilleries who cannot leave a shift for a checkup, and retirees managing blood pressure or diabetes who would rather not drive across town for a refill. Go in person instead for chest pain, stroke symptoms, serious injury or a child struggling to breathe; call 911 or go to Owensboro Health Regional Hospital’s emergency department.
Kentucky Medicaid, state-specific plans and HMO plans are not accepted. Participation is limited to the PPO plans and TRICARE listed above, subject to benefits verification.
Medicaid: Kentucky Medicaid is run by the Department for Medicaid Services in the Cabinet for Health and Family Services. It covers low-income children, pregnant women, people with disabilities and older adults, and, under the Affordable Care Act expansion, adults 19-64 with incomes up to 138% of the federal poverty level. The Kentucky Children’s Health Insurance Program (KCHIP) covers uninsured children under 19 who do not qualify for Medicaid, in families up to about 218% of the poverty level. Kentucky SKY, run statewide by Aetna Better Health of Kentucky since 2021, covers foster youth, former foster youth and other children in state care. Most members are enrolled in a managed care plan; the rest are in fee-for-service Medicaid. House Bill 2, enacted in 2026 after the General Assembly overrode the governor’s vetoes on April 14, 2026, makes coverage for many expansion adults 19-64 depend on 80 hours a month of work, school, training or volunteering by January 1, 2027, the same date federal law requires, with exemptions for pregnant and postpartum members, people with disabilities or medical frailty, and parents or caretakers of children under 14.
Five Medicaid managed care organizations serve Kentucky in 2026: Aetna Better Health of Kentucky, Humana Healthy Horizons in Kentucky, Passport Health Plan by Molina Healthcare, UnitedHealthcare Community Plan and WellCare of Kentucky. Anthem Kentucky Managed Care Plan stopped being a Kentucky Medicaid MCO on January 1, 2025, under a court order, and its members moved to other plans. A 2026 state law (KRS 205.5321) extends the current MCO contracts through December 31, 2028. An August 2026 DMS enrollment count showed WellCare with about 376,000 members, Passport about 258,000, Aetna about 216,000, Humana about 191,000 and UnitedHealthcare about 147,000, with about 161,000 in fee-for-service, out of roughly 1.35 million members.
